Submit a site for the SLP
The Strategic and Local Plan (SLP for short) will include sites for different uses, including for new homes and businesses. To make sure we have the widest choice of sites to choose from when the plan is written, we would like landowners to send us information about land which might be suitable for inclusion in the SLP. We will prepare a “Housing and Employment Land Availability Assessment” (HELAA for short) which will consider all of the potential development sites sent in. Please note: To guarantee their inclusion in the HELAA, sites must be submitted by Friday 17th October 2025.
First, check whether your land has already been submitted – you can find this information in the HELAA maps below:
- Cheltenham Borough Housing and Economic Land Availability Assessment sites map
- Gloucester City Housing and Economic Land Availability Assessment sites map
- Tewkesbury Borough Housing and Economic Land Availability Assessment sites map
If your land is already being considered, please send us any new or updated information using the following form:
If you do not see your land shown on the map then send in a clear plan showing the boundaries and other necessary information, using the following form:
Just to be clear about the status of the HELAA, it is not part of the local plan and just shows sites which are being assessed. It does not indicate that a site will end up in the plan or gain planning permission for development. Decisions on whether sites are allocated are made by Local Plans and Neighbourhood Plans and consultations on such decisions will happen at various times.
Draft HELAA documents are available on the Evidence and Documents page: Evidence and Documents (strategiclocalplan.org)
Brownfield Register
If the submitted site is:
- A brownfield site i.e. ‘previously developed land’
- At least 0.25 ha in size or capable of supporting at least 5 dwellings
You may wish it to be considered for registration on the Council’s Brownfield Land Register. If this is the case please go to the Brownfield Land Register pages of the Local Planning Authority in which your site is located and submit the appropriate form.
